Administrative manuals and handbooks, 1962-1984 [state publication].

This series consists of manuals and handbooks for staff of the agency and trustees of public libraries. The staff manual describes policies and procedures and rules and regulations on administration, reference, circulation, loans, handling of state property and equipment, ordering supplies, breaks, leaves, hours of work, use of the telephone, service ratings, benefits, mail, reporting activities, etc. The trustees manual provides information and suggestions for work on library boards, including discussions of the local library, the trustee and the board, orientation and training, standards, the state agency, trustee organizations, and friends of the library. The trustee handbook is similar in content, but also contains sections on intellectual freedom, the lobbying process, the community, and the board as evaluator. It is organized like a workbook, with questions to answer or forms to complete at the end of each chapter. Both the manual and handbook contain citations to the Code for legal authority. Appendices contain a proposed budget form, sample by-laws, a bibliography, a discussion of duties in relation to the Librarian, etc. The series documents the agency's role in educating trustees and in formulating procedures for staff for the purpose of more effective administration of libraries.
